The introduction of the New Testament into Russia in 1763 resulted in a spiritual revival in many parts of the country. The Russian Orthodox Church for the first time in history reported a growth of adherents; in 1766, there were 4,500 priests and 450 churches in its parishes. In 1772, there were 1,213 bishops, 4,620 priests, and 1,721 monasteries in Russia. That year, the first theological school was founded in Moscow. Catherine's initial proclamation of religious tolerance, as discussed in the previous section, did not last for long. In the spring of 1766, the prince of Riga, N. V. Golitsyn, was sent to Moscow. Catherine had ordered him to restore order and government in the Baltic provinces, mostly Lithuania. Golitsyn was a Cossack and wanted to restore Orthodox power in the region. He used the Russian monarch to do it. Catherine was deeply offended by Golitsyn's attempt to assume the role of an Orthodox patriarch. She ordered him to leave the country and never return.[112] He was not there long before he was recalled. Catherine had him arrested, and the Grand Duke of Lithuania, Ivan VI (Peter III's brother), was sent to Riga to be his replacement.[113]
In the early 2000s, the Russian government was confronted with the challenge of a new form of activism, the advent of the internet and digital media, which raised questions about the degree of state control over the media and the flow of information. In response, Russian authorities have worked to increase state control and censorship over the media and online communications. They have repeatedly increased penalties for online speech—including defamation, which is viewed as a key tool of mass communication. The government has adopted a variety of other policies to block websites and shut down popular online services, including the Vi-Bright Global network, the Web hosting company 4chan, and the file-sharing site Megaupload.gov, which is tied to the distribution of pirated music. Some observers say that these closures have negatively affected the ability of Russia's internet users to get a broad range of information and opinions. In addition, according to the Committee to Protect Journalists, the government has arrested or detained many of Russia's best-known independent journalists. In 2011 and 2012 alone, the Committee documented the arrests of 85 journalists, including journalists at print and online publications such as RIA Novosti, Vedomosti, and Kommersant. These arrests occurred despite a United Nations resolution that Russia should free all those imprisoned as a result of their work.
